Our Objective

To create a Global Bearing Industry Code of Conduct to:
  • Eliminate improper practices including:
    • Counterfeiting branding & packaging.
    • Re-badged or re-marked bearings.
  • Have rings and packaging marked with the Country of Origin.
  • All modifications to be clearly marked and identified on rings and packaging
  • Have strict penalties for breaches of the Code, enforced on a Worldwide proof basis
    i.e. Offenders may face cancellation of Insurances for both Companies and Directors

Process
  • Consult with a wide range of organisations within the Industry.
  • Reach general agreement on a Code of Conduct.
  • Registration of organisations within the Industry agreeing to adopt the Code of Conduct.
  • Preparation of a Constitution for adoption by members.
  • It is requested that further recommendations from any Industry professional relating to the proposed code be made before 25 April, 2006

As we have received numerous e-mails about "why should there be a Bearing Code of Conduct"
or "not needing a Code" or "need a Code” or “long overdue", we invite those Bearing Industry companies either from the Steel tube suppliers, Manufacturers & Distributors to contribute their point of view so that every side of the argument can be debated in an open manner. This is your chance to make rational comments both "For” or “Against".

* Governments

We are inviting Federal Governments for their comments to the proposed "Global Bearing Code of Conduct" (as with other Industries), the aim is to adopt the "Bearing Code" and if accepted by the majority of the Industry, as the principle Standard for regulating controls for consumer use.

"The Insurance Industry has agreed to investigate the "Non Compliance" to the proposed Bearing Industry Code of Conduct, for any Company involved in Counterfeiting, Rebadged or Remarked Bearings or to market, sell & mislead the Consumer. The American Insurance Group has been requested to impose clauses to withdraw all policies to offending companies conducting in the above improper behaviour on a Worldwide basis.
AIG has also agreed to attend the 2006 Bearing Conference to put forward their findings"

In the latest report, there is a article from SKF titled, “SKF Code of Conduct for Director/Senior Management”,”.SKF has defined four key areas of responsibility: “Responsibility towards customers”“Responsibility towards employees”“Responsibility towards shareholders”“Responsibility towards society” Under the heading “Responsibility towards customers”, there is a sub-heading “Business ethics” in which the following statement is made: “ SKF demands honesty and integrity in all parts of its activities and expects the same from all parties with whom the company has a business relation – customers, suppliers, partners, agents.” The SKF Code is silent as to what ”activities” it would consider inappropriate and as to what means it could use to enforce compliance on matters external to the direct control of SKF. It would therefore seem that the Code of Conduct referred to by SKF is one designed mainly to control the INTERNAL operation of their Company, whereas, the proposed Bearing Industry Code of Conduct proposes to address the global trend of EXTERNAL improper behaviour relating to re-badging, re-marking and counterfeiting of bearings, providing bearing rings without an indication of country of origin, bearings wrongfully modified and fake or incorrect packaging. It would also seem that the proposed International Code of Conduct would assist SKF in meeting its “Business ethics” objectives.As a collective body with a common objective, we can work towards eliminating improper behaviour, improving our industry and at the same time improving profitability. In response, China has signed an Official Agreement to act as Agent for the May 2006 Bearing Conference in Lake Maggiore Italy. It states that co operation with city buskers and other stakeholders has improved the buskers' Code of Conduct to encourage self-management. Local Governments are very supportive of the busking community and sees the proactive management of the busking Code of Conduct as a way of fostering the cultural diversity and range of entertainment that busking brings to the cities while ensuring the safety, access and amenity of Citizens

A recent survey suggests that a number of Bearing Manufacturers from Europe & USA are still reluctant to adopt the "Bearing Industry Code of Conduct" although Manufacturers from Japan & China have no objection. The main reason for concern was the compulsory stamping of rings with the "Country of Origin". One large Manufacturer from USA stated that to have their brand with "Made in China" on the rings & packaging could have a negative marketing effect PLUS give the benefit to CHINA for sophistication in producing Ball & Roller bearings. Our survey also revealed a further concern that 3 known European companies are importing into the EU & falsely stamping the rings & packaging with their own Country of Origin and redistributing to all parts of the world including the USA. Although these findings are of concern, most Manufacturers & Distributors stated their acceptance to attend the Conference at Lake Maggiore next May.

A Computer IT Bearing operation in England has stated that the proposed Bearing Industry CODE of CONDUCT only applies to Manufacturers and does not effect Bearing Distributors, Dealers or Resellers. We advise that this is definitely NOT correct. Every Bearing Distributor must understand "Consumer & Government" guidelines and should be "Product" aware in what they Market. If breaches or non compliance of the Code are found, then the Distributor maybe Jointly & Severally involved in any class action. Furthermore, most Modifications, Rebadging & Repackaging of bearings are performed by Bearing Distributors (little by Manufacturers) and such operations will come under the proposed CODE of CONDUCT making all DISTRIBUTORS completely accountable.

The Bearing Conference offers apologies to those Bearing Manufacturers and Distributors in RUSSIA, they DO brand there bearings "Made in Russia" this was an oversight by the Bearing Conference. Indeed, the Russian Bearing Institute is a valuable contributor to the Global Bearing Code of Conduct.

The Bearing Conference has been requested by UK/USA Equity Analyst covering leading Bearing Manufacturers (SKF and Timken) the impact on Global Competition, Pricing & Geographical Production Footprint from the "Bearing Industry Code of Conduct". We advise all Bearing Industry Professionals that the proposed "Code of Conduct" is not Competition or Price based. At this stage, there are 4 main clauses to the Code that come into effect and clearly stated on the front page of this site.
Any further clauses & submissions are requested to be lodged before April 25, 2006.
There will be accreditation from the Code of Conduct for those who are in Compliance.

From the eBearing USA News service www.eBearing.com. who are working with the Bearing Conference for the establishment of the Global Bearing Industry Code of Conduct, states :

An example of a practice the Code of Conduct seeks to eliminate:
One particular eastern European bearing manufacturer ("A", in country "B") has threatened action against eBearing after we questioned their business practices. "A" is and presents itself as a bearing manufacturer, with design and engineering resources. However, for all high-volume ball bearings, "A" has long contracted with a bearing manufacturer in China for finished inners and outers, marked with "A"'s part number, company trademark, and country "B". The finished components are shipped from China, along with rolling elements, retainers and unmarked seals, to "A" in eastern Europe. "A" then simply assembles the components, performing no machining, grinding or secondary operations, and in fact rarely performing any quality control or inspection. These finished bearings are then wrapped, packaged and sold to OEM and replacement customers worldwide as bearings manufactured by "A" in country "B".
With considerable effort -- and immense help from several of our key Asian contacts -- eBearing was able to track the finished components back to the source in China. The source freely admitted its role (and offered to produce for us, too, "any brand"). eBearing then contacted "A", presented the findings and asked the company to justify its presentation of the bearings as domestically manufactured. Since then, the company's President has alternated various threats with assertions that what "A" does is a, "common and accepted bearing industry practice around the world."

JBIA states these "FAKE BEARINGS" can cause INJURY or DEATH !
Furthermore JBIA claims : Don't produce them ! Don't Sell them ! Don't Buy them !

Foot Note, one of the key European Counterfeiter "NKE" is holding a distributors meeting in Athens at the same time as the Bearing Conference, ironic to say the least.

"The BOEING AIRCRAFT Corporation U.S.A. has given approval to create "The Bearing Industry Code of Conduct" and will attend the 2006 Bearing Conference at Lake Maggiore.
"BOEING" will be represented by Aircraft Engineers & Union officials who have experience in critical areas of Ball & Roller Bearings and the expertise with Companies, big & small that have problems with understanding the importance of the "Code".
The Bearing Conference urges both Bearing Manufacturers & Distributors to attend next month's meeting to have your input how the Industry's "Code of Conduct" should be adopted. However, if Bearing Companies decide to Boycott the Conference and not participate in there own "Code", will leave little choice that Outside Industries could regulate the Bearing Industry Code guidelines.

Should country-of-origin labels be placed on all food? Yes: 1187(97.7%) No: 27(2.3%)

"From today's daily newspaper a Consumer report about "Should Country of Origin Labels be placed on all food"  a staggering 97.7% voted "Yes".
The report is no different to any other Code including the Bearing Industry.
However, the major consideration with the "Country of Origin" in Bearing Rings & Packaging should be that all items are clearly Stamped & Labelled from the manufacturing Factory. This does not mean "Country of Origin"  from a so called reworked or repackaged location or that of a Distributor."

"Buyer Beware - to have any Dubious Qualification for one item of Produce from many thousand's doesn't give the right for the total range"
